There is no doubt that it would be possible to use sampling to efficiently and effectively determine all required census info to any degree of accuracy needed. Further, there is no doubt that statistical sampling is a whole bunch cheaper than an actual census.

That said, now we get to determine who it is that runs the sampling, and where their money comes from. I certainly won't trust this administration to conduct an honest and impartial sampling, just like I surely won't trust them with registering my guns. Similarly, how many liberals will trust a conservative Republican administration for census or Sierra Club membership information?

This isn't about cost, it is about constitutionally required, accurate, unimpeachable demographic information.

Some urban school districts, notably the District of Colombia, also overcount the number of students to get funds. Er, I mean the District of Columbia.
