Can it (anybodies clock.bios.fix) change all that spaghetti fortran 66 code that drives the dec 20-20's running the license bureau in 28 States?

I have an even better fix but I still cannot fix ALL that code. And all those 2 digit databases. And all those excel spreadsheets.

I still cannot see how a OS patching board or intercept routine can tell a code fagment that does its own date calculations. How does the board know that I call some subroutine in a proggie that subtracts one date from another. I get a result. How does the board know that? And more importantly how can it know what my date formats are?
I have to change the code itself. This is already done in many cases and is being done. That is a given. The problem remains that data entry code has to be reformatted.
