With all my negative reservations regarding the blimps, IMO, some will be built and operated simply because they are feasible from an engineering viewpoint and each one is a useful entity. More like the usefulness of a single GEO satellite compared to usefulness of only one GSTRF satellite. So it won't take many billions of dollars to get the idea off the ground. But like a lot of engineering solutions, whether the blimps are economically feasible is another issue and this question will only be answered in the marketplace.
