Don't forget the rest of the world now freed from the threat of Soviet interference and turning it's attention to capital formation, consumption. True "Socialist countries supported themselves"...until they simply pushed off those corrupt governments due to lack of food, cigarettes, toilet paper. Todays situation contains much less hidden instability. Nuclear threat still with us, unfortunately, but now it's 1 to half-a-dozen devices launched by some country whose ruler has gone over the cliff mentally (with still some possibility his "boys" will knock him off before he makes the ultimate mistake). Again a preferable situation to 15 years ago. While defense needs are far less (Sure we have too many divisions!), high-tech defense is more important than ever. I sure as hell hope we don't wait to lose a small city before deploying SDI. American military history suggests we will.(:-<)
