It is not at all unusual to use exchange rates that differ
from the official ones for international transactions.
The European Common Market has been doing this for a few
decades now (mainly for agricultural products). The only problem
is that all parties involved have to agree. The advantage of a
stealth devaluation is that they can delay the official
devaluation until the market climate has improved, thereby
possibly avoiding a crash.
