HERNDON, Va.--(BUSINESS WIRE)--August 10, 1998--PSINet Inc. (NASDAQ: PSIX), the first and largest independent commercial Internet Service
Provider, today announced the appointment of Robert D. Leahy to the position of senior vice president, corporate marketing and communication. Leahy has over 20
years experience in international public, corporate and government relations.

In this position, Leahy is responsible for corporate communication and marketing for PSINet. He will oversee internal and external communications with several of
PSINet's key audiences including print/electronic media, industry representatives, customers, the general public, senior management and employees.

Prior to joining PSINet, Leahy was a senior vice president and senior communications advisor to the Office of the Chairman at the National Association of Securities
Dealers, Inc., parent company of The NASDAQ Stock Market, Inc. He was responsible for communications planning and counsel for worldwide outreach,
corporate positioning, reputation, brand and issues management and financial disclosure.

Earlier, Leahy served as vice president of corporate relations for Bowater, Incorporated (NYSE: BOW), with direct responsibility for corporate public and federal
government relations. Prior to joining Bowater, he held the position of director of media communications for International Paper Company (NYSE: IP). Before that,
he served as vice president, corporate communications for Andal Corp. Leahy has also served in senior positions with the International Telecommunications Satellite
Organization (Intelsat), as well as Manhattan and Washington, D.C.-based government and public relations agencies representing both domestic and international
clients.

Mr. Leahy is a member of PR Seminar, The Arthur W. Page Society, Vice President's Forum, the National Investor Relations Institute, Foreign Press Association,
National Press Club, International Public Relations Association, International Association of Business Communicators, Public Relations Society of America, Institute
for Public Relations Research & Education, Public Affairs Council, Global Public Affairs Institute, the American Political Science Association, and the American
Society of International Law.

Mr. Leahy holds a Bachelor of Arts degree in political science from Loyola University, a Master of Arts from The Johns Hopkins University, School of Advanced
International Studies, in International Relations, and is completing a dissertation for a Ph.D. in political science at Brandeis University.
