What are you talking about? Intel does *not* own the Alpha design, Digital (now Compaq) does. Intel is on the hook to make Alphas for Compaq, as a foundry, to the extent Compaq needs them (Compaq can always go to Samsung or someone else if/when that becomes beneficial). Intel doesn't even have the right to sell Alpha chips to anyone but Compaq, let alone owning or having any influence over the design.
