The latest NOESIS forecast says oil will decline steadily from here until it hits bottom at $8.50 around the end of the year:

I think this outlook will be revised upward if the U.S. votes to buy a substantial amount of oil for the NPR, which IMO is more likely now given the Middle Eastern situation.
