I think it can be purchased on margin. I have participated in other offerings from E*Trade previously on margin. So as long as you have the buying power and a margin account, I think you should be fine.

I have checked with E*Trade an hour ago...apparently they are currently distributing the shares...broker suggested those 'lucky winners' might have a message posted to their accounts in another couple of hours.
