My take is that he has been saying that the US market is at the upper end of the valuation curve and a buy on interim corrections such as the present. Europe is earlier in the bull cycle, and hence has been an outright buy for...How long? I think he's been saying outright buy Europe for at least 2 years.

I2, interesting mutual fund link (investorsalley)provided in this SI post. Article on international funds included. Bought some Invesco's European thats done very well lately.
