Unfortunately, not really. Since the price is so low (.13 on the bid side) a penny move equates to a 7.7% movement. If their was a larger volume of shares trading regardless of the price (liquidity) the bid/ask should be narrower in % terms. A prospective buyer or seller has to pay for the liquidity of the stock. The lower the liquidity the higher the bid/ask spread.

Still 23% spread is high. It is the market monkeys trying to make some bucks and at this low volume. The most a market monkey could have made was a max. of $1,944. (This using a volume of 64,800 and a .03 spread.)
