Yogi,

One reason may ne that Compaq made tons of money on Conner in the first go around. Maybe they are willing to bet again? In addition Compaq has a long history of being more proactive with peripheral suppliers (up to and including investments, co-development, etc.) then the other boxmakers except, perhaps, DEC.

Yogi,

CPQ gets all the cheap drives they need in return. This is a private company who doesn't have to answer to anyone. You should know that CPQ is the largest player in the sub $1,000 PC.. (or at least they were). They were first to market with those machines and they want to be the first BIG oem to go sub $600, $500 and so on.
