I'm not too sure. I think that GLOW has an agreement with Island Sports Book and Casino and that Island Sports Book and Casino has an agreement with the Commonwealth of Dominica. That's the way I read it anyway.

GLOW is still performing the same function as before. The main difference is that Dominica is getting a 10% license fee (like GLOW's 10% licensing fee) instead of having full ownership of the virtual casino and therefore full responsibility.

What is your factual basis for the belief "that GLOW does have an agreement with the Government of Dominica"? There is no mention of such an agreement in any of the company's press releases, and I strongly suspect that, if there were one, GLOW would tell us about it.

As you know, I "came to the realization" about a week and a half ago...
