Could it be that there isn't a standing short position of such huge significance but a lot of intra-day shorting as MM's buy and sell against regular traders and investors, thus picking up the volume? And I have thought of a negative, which could possibly be construed as a reason to short. If you believe that the peso will continue to decline (a new post-last-devaluation low today, I believe) that, in effect, is tantamount to raising the dollar price of boats to Mexican buyers. And cost increases pose the threat of losing customers or cutting prices to maintain them.
