Of course, the problem is that the Japanese have always had a tough time ADMITTING their problems, let alone getting control of them. The fact that Rubin is "talking" to them again gives me a feeling that they are STILL not moving fast enough.

Remember that there is a time element here. Japan is still the most important economy in Asia. If they don't do anything and continue to slide, the rest of Asia (including China) may need to devalue. That could happen very fast if things continue.

Right now, all I see from Japan is the same thing I've seen before. Lots of talk.
