Maybe, just maybe, if BP was in fact the JV partner hidden from view in the past, then the Amoco/BP merger may have been the wall that kept Matagorda from happening for so long.

With all the BP gas stations erecting Amoco Signs, there's a lot of money on the table for restructuring... along with a lot of immediate decisions to be made, and if we were sitting on the side of that table with everything else, who knows. Maybe we just might make it through without getting sent to the chopping block.

This is pure speculation though, as no one has been able to say for one hundred percent sure that BP was the proposed JV partner. But if they were, I'll guarantee you that the merger took precedence over Matagorda.
