You don't need to be a market maker or a brokerage... The IBC simply allows you to form a company, and that company can then open a brokerage account, in a jurisdication that will allow shorting OTC BB stocks...

Take Canada for example. You could start a Canadian Corp. and then open a brokerage account and short OTC BB's. The problem is that as an individual US citizen you would not be allowed to do this, as a canadian corp you would. Problem- for a canadian corp. you would need to have a majority of the directors be canadian.

Solution-find an offshore jurisdication that would allow shorting of OTC bb and that would allow US citizens to open IBC's their. And if you are smart, you could find a jurisdication with favorable tax advantages...
