Because of his speech as recorded in Act 2, I can't justify that.

This does not sound like a man unsure of himself.

verse 21 And everyone who calls on the name of the Lord will be saved.'

verse 39 The promise is for you and your children and for all who are far off--for all whom the Lord our God will call."

I am convinced he is not speaking of "all who are far off" as being out of towners but foreigners such as us Gentiles.(thank GOD ALMIGHTY).

I agree, Peter wanted to hold on to the "traditions" but this seems to be his doings, not the Holy Spirit.
