Off-the-Job Workers Up To 15 Million
The number of off-the-job workers in China rose sharply to 15.918 million by the end of second quarter, according to the latest statistics released by the State Statistical Bureau.
The figure represents 11 percent of the total workers or 1.23 million more than at the end of the first quarter in which 14.688 million were registered.
Off-the-job workers refer to workers who have left their jobs but have their labor relations retained. Among them are workers who have retired before the legal retirement age, people who have stopped receiving wages but have their posts retained, and people who have got employed elsewhere. But most of them have not found jobs after being laid off.

Increase Speed of Consumer Markets Varies in Regions
The increase speed of consumer markets varies in China's three major economic belts, according to the State Statistical Bureau.
Statistics show that the increase speed was 7.2 percent in the east part in the first half of this year, 6.8 percent in the central part, and 5.6 percent in the west. Experts here agree that the key to enliven a market is to develop local economy, settle the issue of lay-off and unemployment, and increase residents' purchasing power. They call on backward rural areas to draw experience from economically developed regions to build large standardized markets for the exchange between industrial and agricultural products so as to boost local economy.

Our licensing arrangements with Toshiba and C-Cube for our digital audio technology, N-2-2, offer significant ongoing revenue potential as this market grows in the second half of 1998 and beyond....

...Henry R. Mandell, senior vice president, finance and CFO, concluded: ''It is most encouraging to see DPI's royalty and licensing revenues increase 49 percent over the comparable period last year and to have received our first MDT revenues. Our design wins for the incorporation of our technologies into both the Toshiba and C-Cube products strategically position the company for significant recurring royalty revenue if sales of DVD players accelerate, as the consumer electronics industry predicts.

''However, we continue to require capital to cover our significant commitment to MDT, to support the other efforts we are pursuing at DPI and to translate these efforts into stockholder value.''

Chinas transfer to a market economy may just be " being done right"
You point out correctly the idea of keeping people employed.Russia did it wrong , the overnight change could not be assimilated.These are interesting political and social observations....but important when you think of selling to 1/3 the world population. Henry Ford said " we must build a car that our workers can afford" China may be saying " we must change our society so that all our people can afford"...if that means slow and somewhat tech lazy, they might just pull it off.I sure dont have the answers but the fall of communism in Russia sure hasn't produced an open economy .... perhaps CUBE (entertainment) will be the new opiate of the chinese people. (thats a joke)
