Management share purchases are better than nothing, but not an overwhelming endorsement. Moreover, it highlights that, according to the rules, there is no "material" information not yet released to the public that management purchasing the stock knows about.

Unless Ken, Cal, and Steve have personal financial problems...that is a very poor demonstration of support for insiders, running a struggling, but 'promising' company. At $2 dollars a share, if all you can buy is a 1000 shares (Steve), either you are a poor money manager or you don't really think 'your' company will succeed.
