Here's the Senate proposal to purchase crude. The wording was added as
one of 49 amendments to an appropriations bill. Sen. Bingaman (D-N.M.) successfully added this proposal to the bill (S.2312). As I mentioned earlier, the fate of this amendment, below, depends on its surviving the reconciliation process of a House-Senate Conference Committee. I hope you will add your support of this bill.

Mr. BINGAMAN (for himself, Mr. Murkowski, Mr. Torricelli, Mr. Breaux,
Mr. Domenici, and Ms. Landrieu) proposed an amendment to the bill, S.
2312, supra; as follows:
At the appropriate place in the bill, add the following:
'ADDITIONAL PURCHASES OF OIL FOR THE STRATEGIC PETROLEUM RESERVE
'In response to historically low prices for oil produced domestically
and to build national capacity for response to future energy supply
emergencies, the Secretary of Energy shall purchase and transport an
additional $420,000,000 of oil for the Strategic Petroleum Reserve upon
a determination by the President that current market conditions are
imperiling domestic oil production from marginal and small producers:
Provided, That an official budget request for the purchase of oil for
the Strategic Petroleum Reserve and including a designation of the
entire request as an emergency requirement as defined in the Balanced
Budget and Emergency Deficit Control Act of 1985, as amended, is
transmitted by the President to the Congress: Provided further, That the
entire amount in the preceding proviso is designated by the Congress as
an emergency requirement pursuant to section 251(b)(2)(A) of such Act.'.
