Actually once the final is signed by one party, major oil usually signs quickly. I know this from personal experience. It is all the redacting that takes the time.

Well, if true (and very likely is, Joe has great sources, but there's many a slip, etc.), we will know soonest when the volume picks up. Today's action was interesting - huge bid to the ask but slow movement.
