Sam,

I mean worse in the sense of the make-up of business and institutional practices that have been central to the difficulties in Asia. In other words the "value system".

That Russia hasn't had the time to accumulate and waste the largesse of a cadre of greedy bankers and investors is beside the point I was trying to make.

Sam,
I agree. I can't imagine that the Russians have ever believed in their economic future. They've been a basket case for hundreds of years. The closest they have come to a "healthy" economy was the slave labor/terror driven natural resources extraction economy before and after WWII. Even then, the standard of living was atrocious. Maybe they can again have a fair natural resources economy, but I can't see any connection there with high tech industries. They deserve to be watched mostly because of their size and their long term record of aggression.
