To me Qwest and P6 make a lot more sense. Qwest doesn't need the capacity that L3's building, but having an internet provider like P6 would make a natural addition.
American Communications Network is marketing both products, if they combine it's going to keep the arrangements much cleaner as both companies will offer Internet Telephony, etc.
Qwest's capacity was stated to surpass AT&T, MCI, World Com and Sprint in Wired Magazine, I don't see where they need L3; furthermore, I understand that everywhere they've run cable they have provision for adding more, what would L3 add besides size.
