What you are missing is that licences without
financing and customer operations are close to
worthless.

WCII had earnings last Q of $57M and has still
several hundred millions in cash

TGNT had earnings of about $150K, but has more
than a billion in secured financing

ARTT had earnings of $200K, and has probably around
$50M in cash (counting the $25M from Lucent).

WCII and TGNT will survive. ARTT has very little
chance of being successful as an independent identity.
It sat on its licenses far too long.
