When the Mongols were a force in Asia and Europe, many years ago, they often successfully used this tactic:

As they clashed with an enemy army, the Mongol center would fall back, drawing the enemy forward in pursuit. Then the Mongol cavalry 'wings' would close in on the enemy flanks, as the center turned, engulfing the enemy.

I don't know what Washington is up to. But I know things are not always what they seem. Best not to be too sure about what's what.
