Comparing our President to a dolphin would have been a slight improvement to comparing our President to a monkey. But the inference would have been the same. Are you saying you inferred nothing?

chimp is the common figure of speech as evidenced by the quarterly dart-throwing stock-picking contest. The discretionary part of the federal budget is relatively small. After mandatory entitlement spending, military expenditures, interest payments, and funding of the departments, not much is left to maneuver. Although Clinton tried to create another 25% increase in expenditures (and corresponding taxes) for his health care boondoggle. The chief chimp was saved by Congress from this boondoggle.
