In my view if Portland is having this much trouble getting
up to speed he should be the general out with the troops and living
there getting the facts first hand and making decisive timely decisions.

We don't know that he is not. They said that the South Portland would start production in July. I don't know how long it takes to process the wafers. They are late by 6 weeks minus the time it takes to precess the wafers and send them to distribution.
