There are other truly legitimate casino operators worldwide. Perhaps not many, but, a few. Starnet is widely known as it's a public company operating off-shore, headquartered in Canada and chartered in the United States as a Delaware general corporation. Operating offshore to strictly non United States customers should never ultimately present legal challenges under the proposed Kyl Bill because from a political perspective it would a free trade rather than a gambling issue. As most everyone is aware, neither Senator Kyl or the United States has jurisdiction over the Internet outside of US boundaries. A potential challenge for Starnet will likely be how effectively the company manages its licensees because in theory they are the ones who could effectively circumvent US law by accepting US wagers. These are all interesting topics for debate.
