share buyback has yet to be approved. but...
1. 6? months ago, govt announced it will be approved by early next year. now they say by end of this year
2. govt still reviewing guidelines to prevent share buyback from being abused
3. actually, another company has gotten around this share buyback by simulating it through a series of capital reduction (reduces outstanding shares) and special cash payment to share holders... it works out mathematically like a sharebuyback but really isnt'

So there is really no reason why creative could not do this tomorrow if they should choose to.
