IMHO the way we are handling Russia is to go there and give them a billion, tell them to improve tax collection, and then come back in 6 months time and do it again and again, etc. - It's cheaper than making aircraft carriers. Eventually they will s-l-o-w-l-y get it together. Then we will have to write off some debt. You have to have heart for them. The last successful tax collector they had was Genghis Kahn and he wasn't too good with numbers.
