There is some shareware out there. Parity for instance.
Your best bet on the cheap is TC2000 and Windows on Wall Street.

Windows on Wall Street is more powerful but TC2000 is easier to use.
TC is also a decent data source. I'll see if I can get the urls for you. Parity will read TC2000s data format and I think Windows on Wall Street will as well. Metastock is pretty much the standard for eod programs but will run you $300.

You can get charts off the web but they aren't that powerful.
alphachart.com is about the best for adding indicators.
There are two versions...1 and 2 and it's free.
