I suppose one could construct a larger triangle from the lows but given the overall market, it looks like a breakout down. Is this what you see?

I took a look at DELL...end of day. Triangulating from the high of the day on 7/20, I see either loosely, a bull pennant (got to throw out one low penetration) or strictly, a bull flag. Neither have resolved.

Now, I am not saying it will break per the norm, just what I see.
