Newbridge and 3Com Team to Bring High Performance Networking
Solution to City of Bellevue

Networking Solution Links Municipal Departments, Providing
Fast, Reliable
Multimedia Applications to More Than 800 Users

KANATA, Ontario, August 17, 1998 * As part of an enterprise
collaboration formed earlier this year, Newbridge Networks
and 3Com Corporation today announced that they have teamed
to bring a high performance networking solution to the City
of Bellevue, near Seattle, Washington.

The Newbridger / 3Comr solution provides a seamless network
link between Bellevue*s City Hall and several buildings that
house the police, parks, transportation, finance and other
municipal service departments. The network provides users
with a host of multimedia applications, including Internet
access, e-mail, electronic records management and a computer
dispatching system for the police department. Newbridge will
provide Layer 3 switching, based on the MultiProtocol Over
ATM (MPOA) standard.

The upgrade to the City of Bellevue*s network was necessary
because the original Ethernet-based system was incapable of
supporting the ever increasing high-bandwidth applications
being consumed by hundreds of PC users.

"Our network was on its last legs simply because the
bandwidth could no longer support the number of PCs and
their activities," said Dianah Neff, Chief Information
Officer, City of Bellevue. "It was no longer reliable and we
were unable to implement new applications. We knew that
unless we did something fast, we would not be able to
support the City*s network now or in the future."

With the assistance of the Moss Bay Group, an independent
technology consulting firm based in Kirkland, Washington,
representatives from the City of Bellevue reviewed proposals
from several vendors to find the most appropriate solution
for their networking needs.

"Newbridge and 3Com were able to provide us with the best
solution for the City*s environment," said Gary Clesson,
Manager, Network and Systems Support, City of Bellevue. "The
network essentially runs by itself and, more importantly, it
allows us to diagnose and resolve problems quickly and
easily."

"Following an elaborate review process, we recommended the
Newbridge / 3Com solution," added David Nicksic, Vice
President of the Moss Bay Group. "With finite financial
resources, the City was seeking an economical,
cost-effective networking solution in which leading-edge
technology could be seamlessly integrated into the existing
network. Newbridge and 3Com answered the call, designing a
highly scalable, robust, secure, fully managed network."

Following several months of planning and testing, the City*s
Ethernet-based system was flawlessly cut over to the new
network in a record time of three days.

The City of Bellevue*s network is comprised of seven Orange
Ridge* edge devices, the VIVID CS 1000 asynchronous transfer
mode (ATM) switch, 12 OC-3 ATM interfaces and a Route
Server. 3Com is providing its Superstackr II Switch 1000 and
3000, which are used for high-speed local area network (LAN)
switched distribution, as well as DEC VAXes, Novell servers,
Windows NT servers and a host of other network devices.
Centralized network management capabilities monitor,
maintain and manage the network, enabling City employees to
focus their efforts on the needs of end users, rather than
on the network itself.

"The multi-services, multi-access networking solution that
we have provided for the City of Bellevue is believed to be
the first of its kind in the world and a premier showcase of
the powerful networking solutions that the Newbridge / 3Com
alliance has to offer," said Claude Haw, Vice President,
Alliances, Newbridge Networks.
