I suppose you are right. Most people think of "jobs" as things which somebody can get and others miss out, as though it is a zero sum game. So most countries inhibit skilled and brainy people from moving around to where they are most valued. But what a huge opportunity cost for everyone to leave some woman with a 150 IQ planting rice in Thailand so some dumb guy in the Engineer's Union who squeeked by with C's can "Get the job".

Are you saying the USA is too intelligent, talented? What is the harm of importing 1000 supersmarts from China and India to work for Qualcomm in San Diego? I know they can't drive, but what else?
