Actually, Freddie, th objective of the book is to set the line so the action is balanced. In the case of the Packers/Raiders, the book's ideal situation is equal amounts of money bet on each team. The book profits from the "vigorish"...the "commission" from the action.

For example, assuming a 10% vig on straight action, if there was $1,100 bet on each team, the Raiders action would walk away with $1,000 and the Packers action would fork over $1,100. The book takes exactly half the action and still makes $100 ($1,100 - $1000)!

Teasers, doilies, parlays, etc have even higher odds.
