Market reaction to Clinton testimony (if any) is indeterminant over the next few days, but, medium to long term, the weakening of William the Bastard's Orwellian hold over certain regions and voter segments is healthy for country, economy, markets. This is still the Reagan Bull, and it will outrun the "throw-away president" by many, many years.
