Anyone can explain to me what this means?

>> Finance Minister Zadornov said the measures taken were intended to prevent financial speculators from getting rich at the state's expense. <<

How?

>> The statement said Russia could keep the value of the ruble in the six to 9-1/2 range per dollar until the end of the year. It has been trading at a little more than six to a dollar this year.
Asked if Russia had devalued the ruble, Kiriyenko said: ''No, it is impossible to say. It is a new approach to currency policy.'' <<

So what's the difference between this and devaluation?

Thanks
aC

Believe RADAF must live with its hk or chinese taint for nearterm. Agree with good fundamentally but requires too much explanation shortterm, meanwhile price continues downward. As you said on the radaf thread, a trading stock, though it was hoped otherwise.

notice a corollary between
Bill saying oral isn't sex and Boris saying float isn't devaluation,
seems that both are up to the other person, though the effect to bill and boris, respectively, is the same, whether it be sex or devaluation.

I guess I just don't appreciate the seriousness of the Clinton-Lewinsky power lunches. But if a favorable-to-Bill resolution will help THQ rally, then I am for it.
