Mike:

Neither I nor you know how many applications Qualcomm has pending. An application becomes a patent and not all applications become patents. However, Ericsson has over 1000 patents. Furthermore, Ericsson has 100 patents relating to CDMA. I didn't check for Nokia or Motorolla, but I will later.

The difference is the ETSI is requesting QCOM's permission. Neither Nokia or Ericsson is.
