I guess this means powerful people can't have sex unless its with someone of
equal stature?

Nope. The CEO of IBM can have sex with the lowest underling of Texaco if they want to. It's only people they have power over -- people whom they can fire, promote, or otherwise affect.

Yes, the CEO of IBM gives up the right to have sex with his employees when he takes the job. If he wants sex with his subordinates, he shouldn't take the job.

Basically, if I have the power to make your job better or worse, then having sex with you is potentially coercive no matter how we feel about each other, and it's illegal to do it.

Pretty simple, actually.

It has nothing do with sex, its fact that he lied under
oath, it could be about anything. 50% of his cabinet
was under investigation for corruption in the first term.
What about the contributions from China, Clinton has no
trouble with looking the American People in the eye
and lying. For man who has his finger on the button
that can be suicide. He is sick..

You seem to want to continue your obsession with sex. This is not about sex, it's about breaking the law. Everyone knows slippery willie's willie can't stay put. That's not the issue. If the slicktster broke the law by lying under oath and encouraged others to do the same, that's breaking the law. It does not matter whether those lies pertained to having sex with the voluptuous or burglary. How can anyone believe anything the slickster says when he has obviously already lied to everyone: "I did not have sexual relations with that woman". Now tonight he will tell us he had some inappropriate relations with her. He won't come out and say, a few weeks ago, I LIED to you when I said I didn't have sexual relations with that woman. I can't wait to see his contrived and phony sincerity, guilt, and other rehearsed facial expressions. I'd bet a lot of money he will even shed some of those fake tears. (He practices that)
