Availability to New York and Boston and Announces
National Expansion

Areas

Covad Communications Company, the first
Packet Competitive Local Exchange Carrier
(PCLEC) and a leading provider of digital
communications services, today announced the
availability of its Digital Subscriber Line
(DSL)-based TeleSpeed(SM) service in both the
New York City and Boston metropolitan areas.

This expansion follows the successful
deployment of the TeleSpeed service in Northern
and Southern California, where the high-speed
data communications service is currently
available to over 1.9 million homes and
businesses.

Additionally, Covad announced that it has begun
to build the network and hire the senior
management team for deployment in 18 other
U.S. cities which include: Atlanta, Austin,
Baltimore, Chicago, Dallas, Denver, Detroit,
Houston, Miami, Minneapolis, Philadelphia,
Phoenix, Portland (Ore.), Raleigh, Sacramento,
San Diego, Seattle and Washington D.C.

With these 18 additional cities, Covad expects to
make its services available to over 20 million
homes and businesses by the end of 1999.

According to Covad President & CEO Bob
Knowling, "Now that we have both the human and
the financial resources in place to scale from
being a regional leader to being a national leader,
we are aggressively moving into all of the major
business centers across the U.S. Our goal is to
make Covad's TeleSpeed service available to over
5 million homes and businesses by the end of
1998 -- and we hope to far surpass this goal."

George Holland, vice president and general
manager of Covad's New York Tri-State Region
commented, "We are pleased to be accepting
orders today in all five boroughs of New York
City. Covad was the first CLEC to deliver a
DSL-based service in a major U.S. metropolitan
area, first to raise over $160 million dollars to
fund a true national expansion, and is now first to
be accepting orders simultaneously in both New
York City and Boston."

Jim Naro, vice president and general manager of
Covad's New England Region, added, "We plan
to continue to provide the broadest coverage of
DSL-based services in every region we enter. Our
blanket coverage strategy means our service will
be available to more homes and businesses in
Boston than any other DSL provider. Greater
coverage simply means more potential
customers for Covad and our Internet Service
Provider partners."

Covad's New York and Boston regional networks
are being built to serve over 4 million homes and
businesses in these two areas by the end of
1998.

The company is now accepting orders for service
in Staten Island, Queens, Bronx, Manhattan and
Brooklyn in New York City and in 10 cities in the
Boston metropolitan area.

Covad's TeleSpeed service is a fast, affordable
digital communications service connecting
employees who work at home to the corporate
network and small- to medium-sized businesses
to their Internet Service Providers (ISPs) at
speeds of up to 1.5 Mbps.
