Perhaps you are jesting but I see Clinton's confession as bullish, not bearish. As I write this (8:25 Pacific time), Australia, Hong Kong and Japan are up. I predict another good day on Wall St. Tuesday.

Everyone already knew he is a liar, so the market already had discounted the news. As of the time of this post, we are back into dollar-cost-averaging mode; the buying opportunity is in the past. Perhaps the buying opportunity will return during subsequent testing of the lows. Maybe, maybe not.
