Eric, Some jurisdictions outlaw share repurchase as it can bolster share prices in a downturn. That sounds reasonable to me. Of course in these jurisdictions you get tit for tat cross sgare ownerships which becomes an evil in it's won right, so I would favor a limit, say 1% annually on share repurchase with no carryover from year to year.

The board should invest that money, buying market shares is a total waste and is borderline manipulation.
