I am currently using RT3 with Win98 on 3 monitors. No problem whatsoever. I'd add another monitor but I ran out of slots!

Windows 98 is ok according to Real Tick3. Here is the response from Townsend Analytics who support and own RT3. Charles, Our software supports win98. My support staff has only reported issues regarding screensavers (turn off screen savers) and running in Maximize vs Normal size (should be run using Normal size). There are numerous users running dual monitors.
