No, not ANY, but in a FEDERAL workplace, YES. The rule was covered quite extensively on FOX news a couple days ago, and apparently people have been fired for just that type of "harrassment".

Did I say anything about the military? No. (Even though it might not apply, in the case of the Commander-In-Chief, I personally think it should.)
