[ARTT] Advanced Radio Telecom Appoints Bill Maxwell President and Chief Operating Officer

Announces Management Addition and Changes

SEATTLE and BELLEVUE, Wash., Aug. 18 /PRNewswire/ -- Advanced Radio
Telecom (NASDAQ:ARTT) Chairman and Chief Executive Officer, Henry C.
Hirsch, announced today that William J. Maxwell has assumed the role of President and Chief Operating Officer of ART.

Maxwell has more than 30 years of executive management experience as the former President and CEO of both ICG Telecom Group and MidAmerican
Communications Corporation. Maxwell joined ART in December 1997 as
executive vice president of strategic planning, sales and marketing, and has been instrumental in the development of ART's strategic direction and its implementation.

"Now that our integrated broadband wireless/fiber network is operating
in test mode and serving customers and we plan to introduce commercial
service in Seattle, Portland and Phoenix before yearend, it is logical
to restore the President and COO position at ART," said Hirsch. "We are fortunate to have an extremely well qualified individual in Bill Maxwell on board and ready to assume this position. His leadership, energy and attention to the day-to-day details of the business will be invaluable as ART becomes a leading communications services company."

Other changes at ART include:

G.R. (Ron) Olexa, was elected Executive Vice President and Chief
Technology Officer. He previously was Senior Vice President. He will
continue to lead ART's technology direction and implementation.

Trond Johanessen was named Vice President -- International Business
Development of ART International. Johanessen previously provided
international consulting services for the company, and played an
important role in the acquisition of ART's UK and Scandinavian spectrum footprint.

Thomas C. Davis was promoted to Vice President -- Finance. Prior to his promotion, Davis was executive director, business development.

Thomas A. Grina, Executive Vice President and Chief Financial Officer,
is leaving the company to pursue other interests. ART is undergoing a
nationwide search and will name a new CFO in the near future.
