Company Press Release

Joseph Charles & Associates, Inc. Initiates Coverage
on Titan Corp. with a Buy Rating

BOCA RATON, Fla.--(BUSINESS WIRE)--Aug. 17, 1998--Joseph Charles & Assoc.,
Inc. research analyst David Weinstein initiates coverage on Titan Corporation (NYSE: TTN - news) with a buy rating. The
6-month target price is $9.10 and the 18-month target is $11.75.

According to David Weintstein, ''The Titan Corp. has reached a critical strategic point where it can compete as a modern
defense intelligence company while seeking commercial application for its technology. Management believes that shareholder
value will be enhanced by this process. The Company currently has 16 ''hidden assets;'' of which four are now operating
entities in the secure wireless communications, Internet/Intranet/ software solutions, medical sterilization and food
pasteurization, and defense intelligence arenas.''

Weinstein continued, ''There are a series of catalysts that could drive Titan's share price in the near term. They include
spinning off minority interests to the public in its subsidiaries, winning large defense contracts, getting food pasteurization
orders for its Surebeam System, which kills E.coli bacteria, or a pickup in orders for its commercial satellite phone systems.
As its commercial ventures are spun off we believe that Titan will attain a valuation similar to incubator/holding companies
Thermo Electron (NYSE:TMO - news) and Safeguard Scientific (NYSE:SFE - news). Over the last six years the average
P/E for TMO was 26 and SFE was 34. These earnings multiples were even higher during earlier periods of heavy R & D
investing. Accordingly, we are applying a forward P/E of 26x our 1998 estimated $0.35, and establishing a 6-month target
price of $9.10. Our 18-month price target is $11.75 or 26x our calendar 1999 earnings estimate of $0.45.''
