To anyone: My buddy just called MTEI to see what there is to see. Winston answered the phone. Why is somebody still there and why would they even bother to answer the phone? That is one strange group at mtei.

The trouble with that picture of the boat is that the boat name is cropped off (intentionally?) and so doesn't show it's point of registry. Presumably that would be Marathon, FL as that is where Captain Jeff and his wife are listed in the phone book and where they advertise their charters from. The hull number or the registration number that should be visible on the markings of the boat, as well as verifying that it is out of Marathon, are required for further inquiry I fear.
