I guess if it is in writing it is true.

But when I looked at the 1997 year end balance sheet I get the following numbers using 7 rubles to the dollar:

Assets $3.2 billion
equity $2.4 billion
long term debt $ 285 million

obviously the equity should drop since the dollar debt will go up some. Also ROS had $192 million in working capital (could be used to pay off the debt. Remember the ruble is not trading officially at 9.5 yet, so a pure 30% hit to the bottom line may be avoided. Also, they are regulated but should be able to get some rate increases through. The trailing PE is 2, so what if it goes to 3 ??? ROS is a steal IMHO.
