The Clinton health care plan (which I was not a fan of btw) had nothing to do with the global economic issues I am referring to. The problems I am trying to illustrate have to do with 1) The sudden decline of an international currency, such as Korea, where the country involved has a substantial industrial mfg base, 2) That countries temporary ability to produce goods cheaper than we can here in the US, 3) this imbalance causes our industries to die, 4) Wealth leaves our shores.

That is the global economic issue that Reagan/Bush didnt seem to understand. Theres a few ways to solve it. Allow and promote globalization of our industries, so we can produce goods for those same cheap prices, force foreign industries to produce here vs. just dump here etc. In the 80s Reagan just could not grasp these issues apparently (I was in college at the time and have a vague recollection only although I have read all of Thurows books).
